The Ministry of Culture of the Russian Federation, together with the Association of Private Museums of Russia and the Union of Museums of Russia, has begun to create a Private Museums Register with the aim of developing public and private partnerships in the field of preserving cultural property. Integration of private cultural initiatives with government projects will increase the attractiveness of private museums; increase their efficiency by increasing attendance and revenue growth.
Currently, over a thousand such institutions operate in Russia. The main task of the Association of Private Museums of Russia is to select them for inclusion in the register. Museums that have significant collections, implement educational and exhibition projects, and also promote the implementation of state cultural policy should be in the public eye. In their activities, they can and should be guided by Federal Law of May 26, 1996 No. 54-FZ “On the Museum Fund of the Russian Federation and Museums in the Russian Federation” and other legislative acts in the field of culture.
In August 2020, the Ministry of Culture of Russia and the Association of Private Museums of Russia plan to hold an online conference for owners of private museums and familiarize them with the legal framework in the museum sphere and the practice of its application, as well as talk about state support for private museums that will be listed in the Register .
The Association of Private Museums of Russia has already submitted proposals to support non-governmental institutions, and the Ministry of Culture of the Russian Federation has launched a large-scale information campaign to cover the activities of private museums.
